This is a lining machine, hand built in Edmonton Alberta by Aza. 

Aza has been building machines since 1995 from Victoria to Edmonton. He is responsible for making all the parts involved on a small metal lathe. He machines the posts, cores, arm bars and winds the coils himself, even down to casting the silver for the contact screws. 

Aza is a wealth of knowledge on all styles of machines and you will usually catch him talking about them at a show generously sharing his time and knowledge.
