To use Ground Up Scenery's Fine Scatter apply a layer of pva glue to your scene's surface and then either spoon the desired amount of scatter over the area or use the shaker part of the lid and sprinkle on to surface. You can then vacuum up the left over scatter (use a stocking on the end of your vacuum so you can reuse the scatter later) or apply a layer of diluted pva over top to hold everything in place.
